About National Treatment Purchase Fund (NTPF)
The NTPF is an independent public body, undertaking diverse roles within the Irish Health Care System. These include Contract Management with Nursing Homes, Commissioning of consultations and treatments for patients, assisting hospitals in the standardisation of waiting list management by providing protocols and undertaking audits, validation of waiting lists through direct correspondence with patients, and publication of waiting list data on a monthly basis.
Why Introduce a LMS?
With a growing workforce and increasing compliance requirements, the organisation recognised the need for a more streamlined and effective approach to staff training and policy management.
Conor Coppinger, HR Manager, from NTPF explained that before implementing AppLI LMS, managing staff training was often fragmented and difficult to track.
When we produced a policy within the organisation and shared it internally with staff, there was a lack of understanding from a HR point of view if people had read the policy, if they understood the policy.
Initial Challenges with Staff Training
Before introducing AppLI LMS, NTPF did not have a dedicated learning and development platform in place. This created several operational and compliance challenges for the HR function:

- No visibility over whether staff understood training and policies
- Training had to be sourced separately from multiple external providers

Conor explained that every new training requirement involved starting the process from scratch.
"Every sort of training we wanted to do, be it line manager training, AI training or disability awareness training, all had to be sourced externally through a wide variety of suppliers."
The organisation also needed training linked directly to policies such as menopause awareness and domestic abuse awareness, but sourcing policy content and associated training separately created unnecessary complexity.
"You develop the policy, you issue it to staff through internal channels hoping that they read it, and then you have to go out and find a supplier to provide the training."

“Every two months we run training on different topics through the platform and provide the completion rates to the higher executive staff so they can see which departments are exceeding in the training and which departments need to catch up.”
The system has also strengthened compliance processes across the organisation.
From a compliance point of view, it’s helped drastically because we are now getting staff to review policies, complete the subsequent training and then having a full record for auditor purposes.
Cost savings have also been significant.
“We’d previously be going out to trainers who could charge anything between two or three thousand to deliver a webinar. It has saved us money because the platform is very cost-friendly.”
Conor also highlighted the value staff place on receiving certificates after completing training.
“Staff enjoy getting the completion certificate. They can use it for professional development and it’s something they can take with them throughout their career.”
